The Oregon Office of Emergency Management (OEM) intends to acquire a Training Management System as indicated through RFI #DASPS-3377-20 (CJIS GROUP #131831). OEM seeks to address both the back-end coordination of trainings as well as functionality for individual participant registrations. An ideal proposed solution would allow for multi-level administrative roles, including a super-user and a local agency administrator role. The OEM is exploring options to more efficiently and effectively manage the coordination and delivery of training courses, primarily instructor-led ones. Currently, this coordination is done primarily via worksheets and email, especially registration, confirmation of prerequisites, and issuance of course completion certificates. This has caused a significant workload on the minimal staff that is available.

The desired LMS would employ a user-friendly interface for a K-12 population with an emphasis on a learning environment that promotes engaging and personalized learning.
